Fuse nr 15 keep allways blowing up

Fuse nr 15 keep allways blowing up
Hi!
If i put a new fuse back into hole nr 15, the fuse will blow up immediately.
I need to open the fuse box but a cannot remove the white shell. Do you know why the fuse nr 15 keeps blowing up? Do you know how to remove the white shell ?
I can not drag the white shell upwards for something blocks.
One more thing. I cannot lock my door at the drivers side. The keys i have can not turn in the lock cylinder.

Fuse 15 is for your Courtesy Lights, Door Warning Lights, Remote Keyless Entry and Glovebox Light. I would check the globes and connections on each of these before I go trying to pull up the fusebox.
If the keys don't turn in the door lock, and you are sure they are the right keys, maybe the deadlock relay may be the culprit?
