After I read that, I took a trip outside into the FREEZING cold temperatures and took a look. My fuel door is just spring loaded. No lock.

My gas door hasn't locked since I bought the car a couple of years ago. A couple of weeks ago it decided to lock but then not unlock. My wife usually drives the car and she was starting to panic as the gas gauge got lower and lower.
If you have a sedan and your gas door won't open just open the (US)passenger's side taillight door and look for a metal hoop along the side of the rear quarter panel. One pull toward the back of the car and you are filling up!

I would have never thought that in '95 Volvo had anti-siphoning measures.
Edit: But if you take a look at my door itself, it doesn't look like it has anything for the door to lock into. The wear on the door doesn't look like it matches up with the lock...
