i have a 96 wagen turbo what does the service light on the dash mean
when i start the car it is on and then i drive it goes away does it every time

Do you have Owner's Manual? It is is explained there. If you don't you might want to look into buying one.
The light is programmed to come on in certain intervals (x number of hours and/or miles, I believe) to remind the driver to take the car to the stealership for maintenance.

Light comes on every 5,000 miles and stays on for about two minutes. Takes a special ODB-II reader to turn it off on the 96 and later models. I just took the bulb out on my 97. I change my oil every 3,000 miles so 5,000 means nothing.
