When I start my car the RPM's shoot up to about 2,000 rpm's then settle back down to normal. When I check for rail pressure after the car sits for 30 minutes there really isn't any.

I'm thinking that the injectors are leaking. Is there a way to check? The car now has 210,000 and runs like a champ. I run a bottle of Lucas in it every 5,000 miles, each oil change. I'm thinking about running a bottle through there every 1,500 miles for the next 10k to see if that helps or changes anything. Do injectors wear out and leak or only leak when dirty?

 

there being no pressure could also be a bad fuel pressure regulator or a fuel pump starting to go.

 

Not sure about the fuel pressure at the rail, but our 95 has always started pretty much the same way as you describe....crank for about 2 seconds, RPM goes to about 2000 for a couple seconds then drops right down to about 700ish. It just kicked over 230,000

If you want to check the injectors pull the rail out of the intake. Just cycle the key to kick the fuel pump on. Then watch and see if the injectors leak down.
