Default Idle speed problem

Just the other day my car started acting funny and the 'Check Engine' light came on.

The error code that came up was P0115 "Engine Coolant Temp Circuit Malfunction"

It takes about a minute of keeping the key in the start position to get it to catch and then it's iffy if it will stay on. Once it stays on, the idle runs a little high. When I accelerate from a complete stop, the RPMs occasionally drop really low and then go up to normal. And after the car is shut off, the fan will occasionally stay on for a while.

Anyone have an idea what could be causing this problem?

I would say either bad coolant temp sensor or thermostat.

+1 I would change both, reset the codes and go from there.

Follow the upper radiator hose to the motor. Where the hose attaches to the motor is the thermostat housing. The sensor is in the bottom of the thermostat housing.
