Default Leaking Fuel pressure regulator

Can someone give me some guidence on a 94 volvo 850 non-turbo 2.4? My fuel pressure regulator is dripping and I've replaced it twice. Could it be that the pump providing too much pressure? I replaced the filter, pump (OEM) & MAS (used) 2 years ago and this has happened ever winter since. I also notice the leaking seams to begin when the outside temps drop below 0. I use to get 30 MPG and now I'm getting 19 MPG. Can I change the pressure in the fuel rail? Could it be the ring? Vacum? Where do I start?

I would start with a new o-ring on the regulator.

Today it was minimal! Could it be something with the outside temps? I notice it's worse when the temps are 30 below. Also do I have to have a flame trap operating on the car? I notice that some people just plug that vacuum line closed.

I don't think they just block it off. WE block the end of the intake and run a smaller hose from the flame trap to the vaccum tree under the black cover.
