I connected a piece of vacuum line to this nipple, (with the engine off) and air will flow in either direction from it.
Anyone know what is missing?

I think you are talking about the White Nipple?

If so then it stays like it is. That is the pressure release if there is to much Vaccum to the Cruise motor.
Thats what that is in the picture. It is the Cruise control motor. And when you turn it off it releases the pressure through that nipple.
