Pull the dipstick and see if you have puffs of smoke or positive pressure - Put a balloon over it and see if it tries to inflate. Chances are you need to service the PCV "System" if that is the case. A new oil cap gasket helps with the stuff on the top of the motor but I would be fearful of clogging more pressure in the crankcase by changing the cap gasket without dealing with the underlying problem.

Do it sooner than later - if it getsreal bad it will start blowing oil seals - like the rear main oil seal.

+1 ... if you blow that rear main because you didn't deal with the crankcase pressure, you'll be really upset... big money to fix...

Sounds like the O-rings on the dipstick and also the seal ring on the filler cap are shot. However, I would DEFINITELY use the methods mentioned above to check to see if the PCV systems is clogged before fixing the O-rings/seals.
