The car I am looking at doesn't have the rear spoiler. I see that IPD sells one, but it needs to be painted. Is there any company that sells one pre-painted? Would finding one off a wrecked car an option? I don't know how they bond them to the car and if they are easily removable or not.

There are mounts that bolt in, it isn't bonded/glued on. At least not the ones I've see that are actual Volvo. There might be an aftermarket that is glued on, two sided tape but I'd try to get the Volvo one.

They normally don't sell them new painted as it's too tough stocking the colors. That and it's better to take the spoiler and your car to a body shop or auto parts store that mixes paint so they can match your present faded color to the spoiler so it all blends together. With 15+ years on the paint it's going to change a little no matter how shinny and well waxed it is.
Junk yard is always a choice and you might get lucky and find the right color, if not you might find one cheap and after painting it you'd still come out ahead.
If you're going to try and pull one at a yard make sure you research how to get it off and take the hardware too (or you're screwed).
