Rear seat belt locking

Rear seat belt locking
Hello to everyone.
My rear middle seat belt keeps locking when I try to pull it out. I can pull it about an inch or so and then it locks, I have to let it go back a half inch or so and then pull very slowly to get another inch!! Slow going when you are trying to strap in a rambunctious 4 yr old! Is there something I can do to repair or should I just swap it out?
