Is an s70 turbo compatible with that of a 95 850?

that part points to the 16T - it has a different flange - straight vs angled which the 15G on your 95 uses. It would not be a direct bolt in, you'd have to swap out the down pipe and perhaps work the coolant lines (not sure on that effort).

The 16T and the 15G are both Mitsubishi TD-04 turbos. You can take the 16T and install it into the 15G exhaust housing and it will be a perfect fit.
But, your car is tuned to run with the 15G. The 16T is a step up and will work fine but really you should consider a tune when changing turbos.
