Could this be the PCV system?

No, my guess would be that your catalytic converter is going bad. Exhaust is not suppose to smell.

The positive crankcase ventilation (PCV) system siphons moisture as well as combustion byproducts and unburned fuel vapor from the crankcase and routes them into the intake manifold so they can be reburned in the engine.
If the big black box under the intake plugged up you'd have some oil leaking out the engine dipstick and fill cap but it would not be something that would cause an exhaust smell.
Is it something you smell inside the car at startup and is it a normal exhaust smell or more aggressive like sulfur?
If you only smell it at start up it might be a small leak at the exhaust manifold or close to it that's getting pulled into the cabin through the heater/AC duct until you get rolling and then the air flow would dilute it.
If you're in a more northern area and it's getting cold enough that you have "smoke" (condensation) out the tailpipe when you first start it up you can use that to see if you have an exhaust leak. Other trick is to cover the tailpipe with it running and see if you can hear or see a leak.

first Id change the pcv.... even if that is not whats causing the smell..

I would do a seafoam vacuum treatment, and then a stage 0..

How often do you get to really get on the car? open it up? I know trinidad is a small island but is there a highway where you can romp on it for a mile or two?

If it's a regular exhaust smell it's likely you have a leak somewhere in the exhaust. I'd have someone kind of cover the tailpipe with a rag to give it some back pressure and have your head under the hood to see if you can hear it leak. That and carefully run your hand around the exhaust manifold and down pipe area to see if you can feel a leak.
