RE: starting problems
Sorry about the problem.
When the arrow is flashing and the car responds really slow, your car is in back-up mode, or commonly known as "Limp Home" mode, which degrades the original performance but gives you enough mobility to get you home, or to the "Nearest Volvo Dealer for Servicing"[8D].
Try pulling codes from the transmission & engine computers. Since your 850 is a '95 model, you can do this by yourself, without a tool/equipment. When you find the codes, let us know and we can go from there.

Also, let us know if you find difficulty pulling codes. It may be tricky if you're not used to with what is called "OBD-I", which gives you 3-digit codes by blinking LED. Or, if you're unsure about the procedure, visit a local auto parts shop such as AutoZone and tell them to do a free diagnostic service, and make sure to tell them that even though your car is of '95, your car DOES have OBD-II scanner port, in front of the shifter right under the coin holder. If you don't tell them this, they will say "we can't diagnose any cars made before '96", which is not true on Volvos. However, please note that the tester (scanner) they have probably cannot access the transmission computer, in which case you have a choice of pulling codes yourself or have a visit to a Volvo dealer, where they charge over $100 just to pull codes[8D].
