Still smoking on start after PCV replacement

Hello all,
Just had a Volvo mechanic replace the entire PCV system as their was some blue smoke when I would start the car. After the repair I noticed that the smoke is still there on startup. There is some smell when the car is running as well, almost as though the mixture is too rich. I recently replaced the catalytic converter with a generic one. Could that contribute?
Any ideas as to what I could check to stop the blue smoke? This is a 95 GLE with 10 valves not 20. 265000 Kms

Is the smoke coming out of the tail pipe? If so, I would:
- Have the engine compression-tested. Due to the wear, oil may be finding its way into the combustion chamber either from the valve guides/past the piston rings.
- Clogged up EGR valve/throttle housing seems to cause this as well.
- Wrong type of PCV components has been installed (not sure how many different kits are there; 4 or 5? Tech & other experts could tell you).
I can't think of other factors at the moment; wait for others to respond.

EGR = Exhaust Gas Recirculation, whose function is to allow some portions of the exhaust gas back into the intake air stream to lower the combustion temperature to reduce NOx. It also allows unburned fuel go back to the intake.
See attached for the location; the valve is installed on the throttle housing and I cannot remember if you have to remove the intake manifold or not. Others would chime in to assist.
