Question what is this?

while replacing my PCV system I noticed this hanging around its definitely broken and the previous owner seems like he tried to fix it in a ghetto way... i just want to know what it is so i could get a replacement part. it's wire is connected to the starter and alternator loom, the part that broke off comes from that spring thats sticking out. thanks
