what is the correct fuel pressure?

what is the correct fuel pressure?

My 93 850 GLT's fuel pressure with the key on and engine off is 45 pounds, but it drops to 38 when I start the car. Is that normal? The car is running rough and I want to rule out the fuel system, but am not sure what the pressure should be.

According to Vadis that is about normal
