That hose provides a cooling air flow to the ECU box. With it being torn like that I'd have to think it's supplying slightly less than design flow. Not to big a deal though, you could wrap black electrical tape around it until you can replace it. You might be able to get one from a car being parted out.

I was able to order it through www.eEuroparts.com (I called to order it and they beat the other online prices I could find). It was $15.90 through them. I have been unsuccessful finding a parts car nearby, so for less than $20 I figured I might as well just order a new one.

I should point out that I also got the shipping waived because I was ordering quite a few other parts at the same time. (I was also missing the ductwork that brought outside air into the air filter box). So, I was getting some dirty hot engine air being sucked into the engine. It seems to be running a lot smoother these days now that I've had a few months to go through most of the repairs/fixes that the previous owner had neglected to deal with. I really haven't spent too much doing it either, so I think we've got a pretty good deal now. Hopefully treated properly it'll keep running for many years to come.

No problem, glad to help. I know most people on here use FCP Groton, but I started using eEuroparts and they've treated me well. I ended up over-ordering a lot on my first order so they let me return a large portion of the order without charging the dreaded re-stocking fee. After that and a number of times with great customer support finding part numbers etc, I always check their prices first.
Also, after ordering, I noticed the return address was Putnam, CT which is the neighboring town to where I grew up. FCP Groton is in Groton, CT which also isn't far away. It's odd to me that two Volvo parts places are in eastern CT.
