OTC OBD2 tool work well on 2008 C30?

Default OTC OBD2 tool work well on 2008 C30?

Will it diagnose why the car isn’t receiving the signal from the key fob? I know the battery works on the key fob and th dealer confirmed the fob is sending a signal; the car just isn’t receiving it. They said they would have to diagnose it ($165) and it would tell the if it’s the antenna, sensors or module.
I believe the OTC OBD2 scanner will read that code to diagnose the issue as well, correct?
I can borrow one of the OTC OBD2 scanners but I just want to confirm it’s able to diagnose that type of issue and most importantly it won’t harm my car if hooked up to it??

OBD2 codes are divided into code sets (ie power train, SRS, ABS etc) and within those code sets are generic codes and then the manufacturer can add proprietary codes. Things like key fobs are part of the chassis code etc and you'd need to find a code reader capable of reading an extended set of codes. Volvo dealers use a tool called VIDA DICE - you can find clones on eBay - some have theft-ware software (buyer beware) the genuine article may require a software license from Volvo for some functions (but you can buy short term licenses ie 3 days etc). Google around on VIDA DICE and you should find some OTC scanners that will do some of the proprietary functions - you just need to find one that does the key fob diagnostics.
