Reduced engine performance error message, wont rev above 3K

Reduced engine performance error message, wont rev above 3K
2008 C30 T5 AT, 200150 Kms
Was just driving to a car meet tonight and did a small pull to about 4K rpm when suddenly the car gave me the Reduced engine performance error message, no other warning lights came on but car will not rev past 3000 rpm, only bought the car 3 weeks ago and at 199400 km it had the ECM replaced (previous owner paid for the work done) by a very reputable volvo shop, any ideas what might have happened?
