Default 2000 C70 2.4L,A/T(max 2000 rpm/obviously has no power)

Problem is mostly there all the time/sometimes problem is gone for a few minutes.Fuel pressure is good.No check engine light on.Scan tool does not reflect much throttle position change when pressing the accelerator pedal.
(suspect throttle plate not opening,because of other scan tool readings(not much change in air flow).
AllData(diy version is not very helpful).I would like to try measuring the signals at the accelerator pedal first,then at the throttle body with my Fluke 88 automotive test meter.
I am a retired master ASE certified technician and was very good with onboard computer diagnosis/repairs.I just cannot find any info on this problem yet.Guess will try to buy an OE manual,but am afraid that the diag procedures will be with using the Volvo proprietary equipment..

What about the ETS light, is that on? I think 99 to 2000 was the year they switched from cable throttles to drive-by-wire.
