Headlights point too low

Default Headlights point too low

Hi, I have a 2008 Volvo C70 with the bi xenon headlamps, it is not drivable at night due the headlights pointing to the ground about 10 feet in front of the car.
I took the head lights out and made sure the adjusters moved, and they do ,but they are not adjusting the beam.
Are they self adjusting up and down? I am hesitant to disassemble a 12 year old plastic headlight that costs $800.

All headlamps have manual adjustments - they look like this - that's from a v70 - it takes a 6mm socket to adjust them, adjusters are down in the oval holes in the core support when reinstalled - headlamp is removed so they are visible. If yours don't work then yes something is broken.
