Default No high beams

My wife's 1999 C70's headlights got stuck on high beam. She turned the headlight switch to daytime lights and back and tried again. It went to low beam and now won't switch at all. Stays on low beam. I've played with the headlight switch, making sure it is in the headlight position. When I hold the lever back it switches to high beam as long as I hold it but the fog/driving lights don't go off. I'm kinda leaning towards the headlight switch itself...but really don't know. It IS in the headlight position so the easy fix is out. Any ideas?

I'd really appreciate some thoughts here. Does the headlight relay in the fusebox have a high beam/low beam section or does it control everything and there is a high/low relay elsewhere?

Do you have the newer style headlight switch on dash? Should have a small green light on it if you do.
