Default Service Bulletin

I had emailed the nearest Volvo dealer about ordering a spring to fix my power seat that is no longer working. I asked him for the price. He then faxed me a "Service Bulletin" about how to repair the seat usinga spring and drilling a new hole and inserting a screw. What actually is a "Service Bulletin"? Does this mean it is a recall? Is the dealer responsible to fix this? Or, is this just an "instruction guide" for my use? The dealer did not give me any costs for the spring or screw, so that added to the mystery. Thanks for helping!

That is not a recall but rather the suggested repair to the problem. The replacement parts are no longer available and the service bulletin is the suggested repair for your problem. Either you can attempt the repair or send the auto to the dealer and he will use the bulletin to effect the repair..........your choice.
