I heard that you can manually turn up boost to 18psi without touching the computer.....manually ...is this true and can an engine support it (on an 99 hpt)

1. Since you have a 1999 you cannot use a MBC (Manual Boost Controller) to turn the boost up. ME7 cars do not like MBC's.

2. I do not suggest messing with the wastegate. You can, but it is dangerous and not reccomended.

3. Your best bet it to get an ECU upgrade. RICA | IPD | Upsolute | Inmotion | SpeedTuning USA. These companies can safetly raise your boost.
