Default weird problem with climate control

I have a 2000 c70 that the climate control acts very strangely. When it is warm outside a/c will work good for a long time. then the car seems to warm up. then when it is cold heat works for a long time then starts to blow cool. a/c has a full charge and the coolant is full car runs at normal temp fans turn on as needed at proper temps.
What I am wondering is there is a small vent with a temp sensor on the dash with I think is a fan inside the fan does not seem to run. My thought is this the fan does not work so it can not pull in the surrounding air to level the temp in the vehicle to adjust automatically. Any thoughts on this would be appreciated. does anyone know how to remove this thing to replace it?

I don't understand your issue. Is the fan blowing? Does the ECC lights flash when you start the car?

Hot blows hot ac blows cold on manual settings It's only on the climate control setting there is a twenty degree variance at the vents without changing temp settings and everything set to automatic. There is a small fan with a sensor next to the switches on the right side of column. The fan in there does not seem to work. I cleaned a bunch of dirt of the sensor itself.
