It's a classic case of a bad Cabin Fan Motor Resistor. Simple fix, I want to think it runs around $100 for the part. Should take around 5 minutes.
The actual transistor on the blower resistor (an MJ802 or NTE181 last time I checked on my S40) is around $3 at online electronics vendors like Mouser.com If you're handy with a soldering iron, you could save yourselfsome moneyby just replacing the transistor yourself.

You can get the transistor at radio shack for $2.29:

It is located near the cabin air filter. There is a connector to the right (outboard) of the cabin air filter that comes off and you can take the resistor out. It is a pain to get to the top screw becauseofthe metal cross bar. You can move the barif you undo the bolt near the passenger door. I discovered thisafter about 30 min of tryingto put the screw back in by feel.
