How are the headlights adjusted on a 2001 S40? I can see two geared widgets on the top of each headlight which look like they might do something, but the access to both is covered with a plastic item, which is locked.

On this photo of the left headlight, the arrows point to access holes, but the access is blocked.


The access hole is in the shadow, the two parts of one "access-blocker" are in the box.


Can the "access blocker" just be disassembled/destroyed?


This is the outer "access blocker" on the right headlight.


Still on the right, the geared adjuster is visible, as well as turning handle below. What do the top two geared widgets adjust? What does the bottom handle adjust?

The bottom handle is the one you want to turn to adjust the headlight vertically.
The two gears are used to adjust the rotation of the reflector/beam. These usually do not have to be adjusted so Volvo put locks on them so people do not accidentally adjust them.
