2004 S40 hard start when cold

I recently bought my son a 04 S40. It was a fixer upper. I replaced the turbo, timing belt, full tune up, brakes and repaired several other small issues. Anyway it has an extended crank when its cold. If I hold the gas pedal down it will start and in a few seconds it will kick in and run great. Only does this first thing in the morning and it just started doing this with the cooler weather. I havent checked the fuel pressure regulator yet. I will check that tomorrow and do a fuel pressure test.
I also have a check engine light. I do not think the issues are related. The code is P0015. I removed the cvvt solenoid. It is clean as can be as is the engine oil. No sludge what so ever. I put power to it and it barely moves. Not sure how much it is supposed to move but it only moves about an 1/8th of an inch. Is this normal? How much is it supposed to move.
I dont know if the check engine light/code was coming up before I did all the work because the car didnt run atleast not without filling the neighborhood with thick smoke from the blown turbo.
I went ahead and rechecked my timing marks and they are dead on. I'm guessing/hoping its just the cvvt solenoid. Anyone know how much they are supposed to move or if replacing it may be a cure.
