Default 2005 volvo s40 boosting problem

i have a 2005 volvo s40 t5 fwd, it recently started acting up and has very poor acceleration, i replaced the fuel pressure sensor because someone else had the same problem and that fixed the "hesitate/accelerate'' symptom, but still fills like the turbo isnt spooling, the other day i heard it making a loud screaming sounds but only making about 3psi max, when the stock turbo is supposed to boost about 8psi, i don't ever here my turbo spooling up anymore, any advice on what might be wrong with my car

Default things i checked so far

okay yesterday i replaced my stock TCV with IPD's HD TCV, still the problem is still no boost, when i took off the outpipe that goes to the intercooler from the turbo there was a thick oil in the outlet pipe, but there was no signs off oil coming out of the turbo, so where is this oil coming from? any answer would be nice, ive also replaced my FPS, and checked all off the vacuum hoses and made sure they werent cracked or splitting,

okay well i recently took off the housing of the intake side of the turbo to see if the turbine inside would spin freely, and it does so its not seized, so now i think its the wastegate, any advice?

IPD describes a method to check the wastegate actuator on their website. They sell a tool for this but as I understand it, you can make something up on your own. You are suspecting the wastegate is stuck open?

well i think it has a hole or crack in the wastegate actuator, because its only boosts to 2 PSI, so im guessing its dumpin the boost not allowing it to boost to its factory 8-10 PSI

well i replaced the turbo and all the vaccum lines!!!! and still no boost!!! what the heck is wrong with my dam car, im about to pull the plug on this car and get a bmw m3

Have you tried disconnecting the TCV from the wastegate and wiring it closed? (Maybe a heavy spring or something). Just a thought. Just trying to isolate the problem to either the wastegate or the magic that controls it.

Have you verified that the intake plumbing and intercooler don't have any leaks?
