it means the computer sensed it can't properly control the cold start ignition timing. Is your car running rough when cold, showing signs of running rich or stalling or pinging? The cold start timing is calculated from different inputs including the engine temp sensor (ie ECT), MAF (intake airflow), crank and cam position sensors (the knock sensors may also have a role...). I'd start by clearing the code and see if it returns. Then I'd start looking for vacuum leaks. Next I'd test out and consider replacing the ECT sensor. You can also check what the plugs look like and possibly measure fuel pressure (if its too high it can cause the engine to run too rich).

If your car is like the earlier models, the temp sensor should be right under the thermostat cover (follow the upper radiator hose to the block). Sensor should cost about $50 for genuine Volvo - less for after market. I'd also do the thermostat ($20) at the same time. When I did mine in my 2000 S40, I didn't drain the radiator but only lost about a cupful.
