Driver's power seat question

2010 S40 driver power seat controls don't operate when the car is running/driving. Is that normal? The controls work fine when the key is in pos. 1 or 2 but nothing when the car is running!

I have a 2005 model and it does not works when the car is mobile , , but does work when engine runing and car stationary
