This connector piggy tails off my headlights, however it puts out only 5 volts
from multimeter I have read through several different posts here and most seem to say that they need to be programmed from the dealer.

I am curious as why it only puts out 5 volts. Can one directly wire to cigarette lighter so they come on when ignition is on or would that be a no no? I figured it would be the same drl's

 

If you didn't have the fog light installed from factory then you will have to see the dealer to activate the lights.Ultimately yes you can hook the lights up to a different power source.
