Default Home Link lights do not appear to work

I just got a 2007 S40 and when I tried to follow the instructions to program the Home Link, I never got any lights to come on. I've done this before to other cars, so I know what to expect, but on this car, the home link panel never lit the LED at any step. So, for example, holding the outer 2 buttons for 20 seconds should have clear the existing code and then blinked the only LED...it did not. Assuming that the LED was just out, I proceeded to try to program one of the buttons to match the garage door opener, and again, no LED...and it didn't work.

The Home link is on the driver's visor, which has power as indicated by the vanity mirror lights coming on. Any thoughts?
