Default Need help indemnifying engine Part

Hello and good day to all.
I bought a 2001 S40 and have been trying to pass NJ inspection....dropped almost 2K into it already but I want to change one part that I have no idea what it is....
Here is a picture of it. Can Anyone help me out here

Looks like the connector for kick-down. The plastic housing might be Volvo part 970755.

Does this unit fail ? should I replace the who cable ? Or just replace the two prong plug ?
How can I tell if it is failed ?

Why do you want to replace it? Does the car do something funny that you think is related? It looks like half the plug has turned to dust - but the wires are still connected. Cover it with silicone or electrical tape (or leave it alone) unless you want to source the female rubber connections and the black plastic holder and hope there's not a problem with the throttle cable itself. This guy has a bunch of connectors.
