The radio is displaying off because the wrong 4 digit code was entered three times.
1. find the correct code. It may be written on the top of the radio - under the hood - in the owners manual - random piece of paper in the car.
2. If not found - Volvo can find the code from the VIN number of the car (if it's still the original radio) or from the serial number of the radio itself. Call the dealer and they can give you that info - they may want proof of ownership.
3. Prepare the radio to accept the correct code. Turn the key to the second position where the accessories work (lights, heater fan radio wipers etc.) and turn everything off except the radio ( i.e. lights, climate system)
Leave the key in that position with the radio displaying OFF for 2 hours. OFF will change to CODE. Then enter the correct code and you are happy again.
