15-17 PSI should do it. Anything higher and your out of the turbo effeciency range and potential damage to the car can be done. To be on the safe side I wouldn't run more then 14-15 PSI.
Also your ME7 and that means no MBC (Manual Boost Controllers) for you. To raise your boost you need an ECU upgrade.

or you can listen to someone who drives an s70...im not standing by that...15 is a lot for a tiny 12t setup...its up to you...this is a nice forum site for basic volvo, if you went to s40concepts.net most of the guys there would tell you 12 is plentiful considering the factory maxes it at 8-9 psi....
