It turns the car over but does not engage the starter? Those are the same thing..

Did you get the key programmed?

Yes, that is incorrect. It needs to be programmed by them. They need the car there to do that.

I also doubt it was your problem with the key getting stuck

I don't know how much more definitive I can be. The key needs to be programmed to the car. The car needs to be at the dealer for them to do that. Unless there is a mobile locksmith who does enough Volvo work that they bought the equipment to program Volvo keys, there is no way around it.

Is it possible to bypass the ignition by installing a push button start?

Not without a programmed key to read. And if you do that, anyone can steal the car very easily

Does the old key turn all the way back to the off position? On my 2001 when the gear shift lever is placed in park, sometimes the pushbutton on the front of the gear shift lever does not pop out all the way. When this happens you cannot turn the key all the way back to off and the key remains stuck in the ignition. If you jiggle the gear shifter until the button pops back out then you can hear the solenoid release the ignition lock and the key will turn all the way back and can be removed. In my case I spray back inside the gear shift lever with WD40 or similar and it frees everything up for awhile.
