2001 - Volvo S60 2.4?

First off, that price sounds WAYYY too high, my 2004 with 62k on it cost $6,500 (that wasn't even a cash price, and was from a dealer). Chances are that person won't haggle to a reasonable price, and unless that's a fully loaded pristine condition R model, I wouldn't even take a 2nd look. If you want to know a reasonable value, go on Kelly Blue Book and price it out with "Private Party", bring it to the owner and make an offer in that range, but again, I'm betting it won't work.
I love my 2004 S60, drives really well, great on gas, one of the most comfortable and well-put-together vehicles I've ever driven or owned (and I used to work for a shop).
I had a 2000 S70 before this, and this is leaps and bounds ahead of that.
If you want one, which I would suggest one to anyone looking for a decent around-town vehicle, I'd just keep looking. Scour Craigslist and such...

Haggle price is KBB.COM "blue book" with no accessories.
Nice that it has low miles.
The generous car would really be no more than $3-4000.
Clearly he doesn't want to sell it soon. Or hopes for the "lost buyer".
Age of the car is a premium (as far as price goes) and the car is 15 years old.
If it was a rare or precious classic you would consider the NON Blue Book price.
Even the best looking car at 15 years has lots of rubber issues.
Vacuum lines and hoses. EPA stuff that has to be an issue.
Tire AGE.
Regardless of tread, 5 years old tires have to go.
If I was buying it I would expect $1000 for reconditioning. (Not Paint)
You don't have a zipcode in your listing.
And finally where has the car been? In salt or heat and humidity?

$10K for an '01 S60? Is it gold plated?
Quite frankly a 39K mile car would worry about the same as a 200K mile car. Time is just as hard on many things as miles, and even more so when a car is hardly driven. In fact, to be interested at any price I would want some kind of assurance that the car wasn't parked for multiple years without being driven. I would want the miles to have been put on the car 2,500 a year rather than 5K a year for the first 7 then just sitting since which is the most likely scenario. Personally I wouldn't pay a premium over a 150K car which is $3,000-3,500 in very good cosmetic condition.

Early model Volvo S60s are not going to be collectors' cars so holding them as an investment does not seem wise or likely.
