2001 Volvo S60 Downshift/Surge Question

2001 Volvo S60 Downshift/Surge Question
Hi guys! When driving my 2001 non-turbo Volvo S60, I have noticed two unusual things:
1) When cruising at around 40 MPH, the car will drive steady at around 1,500 RPM and than quickly downshift to ~1,000 and rise back up again. This only happens once and does not surge.
2) If braking at a high speed, the car will drop below 1,000 RPM and immediately rise above 1,000 RPM as the vehicle comes to a complete stop.
Are these occurrences normal or should I be concerned? Thanks for your insight!
