Default 2004 S60 Radiator Fan issue

I have a 2004 volvo S60 2.5T AWD, Turbocharged. The radiator fan sounds like a jet taking off and turns on right when you start the car. It seams like it is on high once you start the car. Is this something that would be caused by a coolant temp sensor, bad relay, or something else?

Check to A/C system is charged. Press down on the valve in the service port and see if anything comes out. If the system is open and has a leak it will trigger the cooling fan to come on non stop.

tested the A/C system and it seems to be charged up. anything else you can think of?
