Default Air Vent Direction Issues

I hate to be the guy who opens a thread on an issue that has already been resolved, but I did a thorough search and did not find anything related to this issue.

This is kind of a strange issue so I'll do my best to describe it: When I toggle the buttons to control where the air is blowing (attached pic to see what I mean), I get some erratic behavior. The exact behavior changes all the time, but right now I can get air to blow out of the dash and the windshield but not the floor. If I toggle the dash and the windshield off airflow is significantly reduced from those vents but still leaks. Also if the fan is on high I get a loud low pitched resonance/whistling like a lot of air is being forced through too small of a hole.

Ok, so that sounds like some sort of broken air valve controller of some kind. But here's where it starts to get weird...a lot of times it will 'fix itself' and adjust the air to where I have it set to as soon as I get off the freeway. I let off the gas and I hear the air adjusting to blow on my feet, which will work until I decide to change it. When I start my car next time, it will no longer work. Sometimes when I'm driving it will 'fix itself' and blow out the proper vents for several seconds and then revert back to the broken state.

Gremlins?
