Default Both low beams getting no power.

I recently converter my 04 s60 from HIDs back to factory style bulbs. They worked great for about a week then suddenly they both stopped working. I did a search and found out this is a semi common issue. I followed all the diagnostics that I could but now I'm stumped.

Here's what I've found:

1. Tested Both lowbeams and they are good.
2. No power to both lowbeams at the bulbs.
3. No power to fuses (not blown) in the engine compartment for the low beams expect the left one seems to have so residual power somehow, just a few volts.
4. There good power to the fuse (not blown) on the left side of the dash.
5. Swapped relays for the lowbeams on the board under the dash, nothing changes.
6. Swapped the low beam shunt, still nothing.

I'm at a loss right now, and help would be appreciated as I need to get the car inspected and it will fail the light inspection (yes, they actually check them here).
