You seem quite knowledgeable and I greatly appreciate it. I found that in addition to the ring replacement, some are getting new big end (crank) bearings for the con rods. Is this described there? Is there any reason to do it? Could this be where my ticking noise "could" be coming from? If the rod was bent, wouldn't it be really loud? Would the engine struggle to run if it would run at all? It seems more like a light tick to me than something else.

One more thing (sorry to be annoying).
Any bulletins related to anything with exhaust valve? Anything similar to the issue described in this thread? My mechanic fixed something similar to this issue.

Actually I have re-ringed a couple of T5 engines because of oil consumption, not nearly as much as I have seen on Si6 engines. So to say that most T5s consume oil is just not true. Like I said I've done 2 piston ring jobs on T5s vs all of the other T5s that I have worked on through the many years I've been doing this. Don't rely on the internet to support your case because once again as stated before, people that do not have a problem will not complain.
I'm actually finishing replacing an engine on a 2010 XC60 with 80k under goodwill so I don't know where you are getting the information that engines are back ordered. Anytime an engine job like that comes through our shop it is almost a guarantee that it will be good willed unless some major job has already been performed under goodwill before

There are plenty of bulletins for the P3 S60's (or any car). Just because there is a bulletin does not mean every car sees the problem though.
The bearings are not replaced. They won't cause oil to be burned. If there was a problem, you would likely hear more of a knock than a tick. Your rods aren't bent, either. They don't just randomly bend.
You had your valves replaced? If another shop pulled the head, I doubt Volvo is going to goodwill anything for you.

ES6T, My mechanic never touched the engine, head, rings or anything. He only worked with the turbo. 2 major things he fixed was a vacuum leak at 58k having to do with the turbo and the exhaust (no oil leaking) and at 68k when we took it in for oil burning, he replaced the breather or just did a breather kit (seals and all). Just wondering if there are any bulletins for oil burning having to do with a breather kit or any of that? I'm guessing the breather has to do with the turbo to? I'm not exactly a mechanic and I don't stay at Holiday Inn Express.
I am not ssure if it is a tick or a knock (I've never heard an engine make this sound before but can find great youtube videos that show similar sounds). It just gets faster as the engine is revved up and slows down as the RPMs drop. The dealer said it's in the bottom of the engine. A hole in an exhaust valve is not the same as an exhaust leak. Neither will cause oil to be burned anyway. A bad PCV can cause oil to be burned. They were a problem on the earlier versions of that 5 cylinder (2004.5 to 2007ish) but not as many problems later.
If the noise was diagnosed as rod bearings, that could be the reason to suggest replacing the whole engine. The bulletin is just for the rings. If there is a rod knock, I would suggest replacing the bearings at the same time unless there is more damage.
24643 is for the 6 cylinder. Much more common to burn oil.

Let's assume the engine did run out of oil. What kind of damage would it cause to make the car tick/knock? Is this anything to do with a bearing that connects to the rod in the bottom of the engine?

24643 does not apply to your car in any way. It is the prior approval process we need to go through for oil consumption concerns on the 6 cylinders.
There is no applicable bulletin for the PCV (what you are referring to as the breather) on your car. Not all problems are identified in a bulletin either. Your PCV could have been clogged causing oil to burn. You would have to ask your mechanic how he knew. Its simple to check for pressure in the crankcase caused by a PCV problem.
If the car ran out of oil then yes, the rod bearings can be damaged.
