difference of 10km/h wih my real speed

difference of 10km/h wih my real speed
I don't know why i have a difference of 10km/h with my real speed.
Example: I'm on the highway and my speedo shows 100km/h, but my real speed is 90. (tested with an other car and 2 gps)
But it does that at low speed too...My speedo shows 50km/h but im going at 40.
I checked and my tires have the good size.
Can you help me plz?
edit my car is a Volvo n/a 2002
