Default Front side windows

I just bought an S60. I love it. However, I noticed that the front side windows (both the driver and passenger side) are badly scratched. The drivers side looks like the detailers tried to scrape off something with a wide blade. The passenger looks worn with age (rolling the window up and down). Looking closely at the window I noticed that the scratches are not on the glass but a soft plastic coating on the inside of the windows. At first I thought this was the tint on the window. But as I looked closer I found it is just a clear coating. It is only on the front windows and not the back. What is this? It is very sensative to the touch and kind of tacking feeling. Fingers and elbows leave marks easily. But the marks are hard to clean off without scratching the surface.

It looks like it is some kind of glass shatter protector. A saftey feature for the front windows maybe? But considering how badly both windows are scratched and worn, I think I want to take it off. How do I do that? And are there replacements? If this is a saftey feature, I would like to still have it. But what is there now has to go.
