Default High Beams won't stay on

When I pull back on the turn signal stalk the high beams will come on, but when releasing the stalk they turn off. Looking for suggestions on what to check. 2003 S60AWD 150K miles

Turn your lights to ON (12:00) they are probably OFF (9:00)

Times refer to position of lights switch.

And i have a conspiracy theory that Volvo is in cahoots with Sylvania or some other Light Bulb company. Forcing you always have your lights on burns out the bulbs a lot faster than when using them only at dark. Here in California, there are only certain places that day time running lights are required. And its actually against the law to drive with just your running lights on.

well from 01-04 low beams and running lights are the same thing.

You can go to the dealer and get running lights turned off - its about 80 dollars.
