Your going to laugh when I tell you this, but.......make sure you have the headlights actually on! I know it sounds funny, but if you only have the daytime running lights on, the high beams will not stay on. Once you put the headlights on (the mark on the headlight switch is pointing straight up) they should work just fine. We have an 01 XC-70 also, and don't ask how I found out about getting the high beams to work

different twist to Hi Beams won't stay on
Since you know both the V70 and 240, (I have both) and I also have 940. My High Beams won't stay on question is on the 940. The manual DOES say, clearly, high beams only work in ON position #3, to clicks to the right. In that position on my '95 940 nothing works!. My high beams do work in the #1 and #2 positions, but don't STAY ON. I changed the Headlight relay, "K" in the second position of relays with a Napa part with the right configuration and diagram and numbers all matching. Success! Hi Beams stayed on! BUT so did the headlights when ignition and car are OFF.
I pulled the switch on the dash, cleaned and found nothing. I pulled the stick on the steering wheel column, same non-result, no clue, no rust, no burn mark.
I did not pull the plug housing under the relay, but saw no reason to with a clean relay. EXCEPT, possibly the fact that a little copper nub which lines up with a slot, so I thought: Ah ha! a broken male sixth prong. But there is No Wire corresponding to that slot. Could something be broken off there that matters?
