Intercooler pipe oil leak spotted when doing an oil change, are there any ramifications of this and what is the plastic unit the pipes are clamped to.

 

There is always a small amount of oil in the intercooler and the pipes from the turbo to the throttle. If you are not having to add oil to your engine - I would not be concerned. If a large amount of oil is being used - say a quart every 500 miles or so - you might want to investigate why.
