Issue with "new" cluster

Default Issue with "new" cluster

I have a 2002 Volvo S60 T5 with 87k miles. I had issues with the gauges going crazy and all lights coming on. I bought a used one (same part number) and it seemed to fix all these issues. However, now the information display on the bottom left only displays "safety" related messages such as SERVICE ENGINE, DOOR OPEN, etc. Statistic info like MILES TO EMPTY, AVG MILES PER GALLON, etc. no longer appear, even when I use the scroll on the turn signal lever. Anyone know why this may be? Older SW in the "new" cluster installed???

It is a communication problem because you cannot just swap them out. They need software and usually they are only a 1 time use. Meaning they are programmed to the car and then junk after that.
