Scan the car with a tool that can talk to the CEM - I've had to clear codes to restore power to lighting circuits before, but it was always a single headlamp that had no power going to it.
Has your car been in a hurricane recently? Water damage to the CEM in common on some models.
Here's a list of common CEM failures courtesy of xemodex, headlamps are one of them.
Common Failures:
• Water damage
• Complete loss of communication where the CEM will not communication with the rest of the network and the diagnostic tool.
• No LIN communication with alternator (ACM)
• Starter motor not working even though start is approved by the immobilizer sequence.
• Turn signals not working are all or one side turned on continuously.
• Low beams, high beams or fog lights failures.
• Horn not working at all.
• Wipers not working at all or stuck in high speed.
• Fuel pump not engaging.
