Default Low beam failure help

Hi, my volvo s60 2006 awd only has high beam lights and no low beams, suddenly in both lamps. I replaced the bulb and the fuses but nothing works. I can not find the relay. Where is the relay for low beams? What else can be causing this problem?

There is no relay - that function is handled by the CEM. Fuse 16 and 17 in the B fusebox (under the hood) are for the low beams. 22 and 23 on the CEM are for the high beams. The dashed lines on the diagram are if the car has bixenon lights, yours just uses the solid lines.

Scan the car with a tool that can talk to the CEM - I've had to clear codes to restore power to lighting circuits before, but it was always a single headlamp that had no power going to it.

Has your car been in a hurricane recently? Water damage to the CEM in common on some models.

Here's a list of common CEM failures courtesy of xemodex, headlamps are one of them.

Common Failures:
• Water damage
• Complete loss of communication where the CEM will not communication with the rest of the network and the diagnostic tool.
• No LIN communication with alternator (ACM)
• Starter motor not working even though start is approved by the immobilizer sequence.
• Turn signals not working are all or one side turned on continuously.
• Low beams, high beams or fog lights failures.
• Horn not working at all.
• Wipers not working at all or stuck in high speed.
• Fuel pump not engaging.

One bad ballast in our xenon headlights took out both lamps. Only high-beams would work. Both bulbs as well as the one ballast needed to be replaced (very pricey). Since you don't have the xenon version, I'm not sure.
